Moving to higher level of care

I have been managing a senior retirement community in Fort Wayne INdiana for 1 year now and several times I have had residents who are moving to our community get out of their existing apartment lease because they are moving to "a higher level of care" I have just run into a situation where an apartment complex right across the street from me says the lady who needs to move into here due to health will need to give a 60 day notice, pay 2 months penalty and two months additional rent. So I would like to know if their is a law in Indiana that allows a senior out of their lease if they are moving into a "higher level of care"?
