utilities cut off…

My bills where in my ex husbands mothers name when she passed his family shut off the water and electric its goiong to cost me over one thousand dollars to get it back on. i was wondering if there was anyway i could remove the stick from my ass and place it into theirs. This would be okay if it was just me but my whole family is here including 2 girls under 7 and 2 boys one is only three weeks old im so mad right now.
