unhealthy and dangerous house

My son and his girlfriend and 2 little boys rent fom her brother. The house is unsafe as there is a very moldy smell and the ceiling is falling in and something strange is going on with the walls sort of buckling. I know this is against the law, but who do I go to to find someone to make her brother fix this place up so it is safe? It scares me because my grandchildren and son are at risk. I would be very unpopular with the whole family if anyone knew I reported this to authorities, but I still feel that theri safety is more important.
