Who pays for bed bug treatment in the apt as per maryland’s law

Within first 15 days(of moving in the new apt) I found a bedbug coming out of vent of my apt’s ceiling, after rporting it to the managment I am being asked to pay the charges.Who is suppose to pay in this stution??
tenant or landlord??
