House uninhabitable what can be done?

My co worker said she just paid the deposit & first month rent but hadn’t seen the house. Now upon contacting water dept to turn on the water & checking out the property found the house has no water heater or pipes & the windows & doors are broken along with the house being trashes & gutted basically inside. What can she do, can she legally get out of the lease now?
