landlord has not fixed my hot water

roach infestation that is goin on.  I have spent over 300.00 this week alone so i can drive to my sisters house 20 miles away and take a shower and i have had to eat out everyday because i am unable to wash the dishes. The property manager told me if i didnt like i could just move out.  Is there anyway i am able to get some help or at least have my money refunded to me
