I noticed rashes and bite marks on my and my wife’s bodies.

I just moved to a Condominium in Poughkeepsie, NY that I rented from the homeowner 2 months ago.  Since I moved in, I noticed rashes and bite marks on my and my wife's bodies. Last night, I cought 2 bed bugs on the bed after I was bitten.  I contact the landlord, who's only willing to split the cost of exterminator with me.  I thought It should be the landlord's responsibility.  I never had bedbugs before, but he claims that his prior tenants never complained about bedbugs either, so he cann't be certain I didn't bring in the bedbugs with me.  I wonder if you can give me advice regarding my legal rights, ie who's responsibility is it to fix the bedbug problem?  Thank you so much for your help.  Please respond asap.  We have been tormented by multiple bedbugs already.
