excessive electric bill old a/c

I have been getting 350 and 400 electric bills from a a/c that is 30 plus years old. in the winter it was bearable but now it is getting out of control. A service man told the owner that the units need to be replaced and he has not done it just patch work to keep them going .  What can I do
