Can a landlord do this during eviction?

My son was evicted for not paying 2 months rent. The landlord threw all of his belongings in and around the Dumpster, including his checkbook, car title and social security card as well as bills with personal information. While the eviction was bad enough and all of his belongings were looted, can a landlord legally toss his personal information such as his checkbook, S/S card, etc.? We are concerned with identity theft.
