Flea Infested Apartment

I moved into an apartment with my two indoor cats who did not have fleas.  After about a month they were scratching like crazy.  I found them infested with fleas even though they had never been out of the apartment.  I called the landlord who had to send the externminator twice to finally get rid of the pests.  However, not before before I incurred over $500.00 in vet and boarding bills since the cats could not stay in the apartment after each treatment.  I am told by the vet that the fleas could lay dormant for months to years and that they could have been in the apartment for some time prior to my arrival.  I have asked for reimbursement for some of my bills but have been told that they bear no responsibility for this problem.  What, if anything, should be my next step?
