Partial freezing pipes and plugged sinks

We have had some -20 degrees temps lately. I noticed on Tuesday evening that my pipes had just about totally frozen. I did all the usual things to correct the problem and also let the landlord know as well. Come Wednesday morning I had running water everywhere except that there was no cold water running in the bathroom still. The landlord still insists that the pipes are probably still frozen. Well this morning both the sink in the kitchen and in the bathroom are now plugged up. I can’t keep the water trickling when the sink wont drain. I have spoken with her often on this matter but is still very reluctant to contact a plumber. There is no insulation on the outside wall where the 2 sinks are located. I have never had them freeze before. She keeps acting like I should just wait for it to warm up which isnt due for a few more days, in the meantime I am unable to use either sink and have not even tried the tub today. Can I contact a plumber and have them bill her or do I have to wait for her to do it?
