Drafty window in room, landlord won’t fix

I just moved into my place a couple of weeks ago. I am living in the basement of a 3-bedroom townhome and have discovered that my window is incredibly drafty and makes it impossible to keep my room warm. I’ve tried all of the standard solutions- the window sealing kit(blows off when the wind is bad enough), I have thermal drapes, and I’ve even had the outside of the window re-caulked. It seems as though air is seeping in between the window panes themselves. I am barely able to keep my room livable by running an oil radiator full blast under the window all the time, which is undoubtedly running my electric bill quite high.

I called maintenance. He just put some duct tape around one of the windows. That blew off too. The property manager was a bit condescending when I spoke to him- he swears nothing can be done about it because he can’t stop 20-mile-an-hour winds. 
I am getting to the end of my rope. I have done everything I can think of to fix this on my own, and the maintenance man was really no help. I feel like the management should replace my window, but I seem to be having a hard time getting them to take me seriously. I’m currently living in an apartment which is part of a national chain, so this is a pretty big company that doesn’t seem to think that my current situation is unreasonable. Should I file a complaint with the RPA? Is this something that would make the company take me seriously and fix my problem? Any advice at all would be greatly appreciated!
