Broken Window

I have a window in my dining room that was broken before the day of my move in. I have been batteling back and foth now for 18 months to get the windo restored to the look af the other windows in the home. The land loard had the manintence man install a cheap plexy glass window with srewss and glue to the frame where the original window was intalled and refuses to install a new glass window. What do I do about this situation?>
