failure to repair air condition

I have been living in a rental property since Aug 2011. When I moved in the landlord told me that she will fix the back glass door that has not lock on it and the door that goes into the back from the garge. She has not yet fixed either. Now my air condition was not working so i called the people that she told me to call a few months ago regarding the heat, because she has an account with them. now she is saying shes calling to police on me because she didnt authorize me to call them and i should be paying for that because im behind on rent.

 

can she do that
