Is this a legal practice from a landlord

I vacated my apartment 2 months early. I gave written notice, turned in the keys so I canceled the utilites. The property manager contacted me yesterday and claims I must contiune to pay and conver utilties per the Fair Housing Laws. Is the true and accurate? My lease does not state this, only that I must contiune to pay rent. I have researched the laws for fair housing federal and state and do not see this to be true.
