Apartment with air conditioning problems

I live in a biulding that has 7 floors, its a low income biulding. the landlord dont want us to put air conditioners in the window because he stated the windows are not made for those. but he would not put in central air. he want us to buy foor air conditioners and they start at 400 dollars. i cant afford that and im living in low income housing. what can be done cause these apartments is to hot to live in and i have kids
