Being charged for bedbug termination

I am moving out of my apartment today and found bedbugs in one of the bedrooms. No bitemarks or anything. I let the apartment managaement know so they can take care of the problem before someone else moves in. But now I am being forced to cough up 1500 USD for this problem. But I never brought any of the bedbugs in a year ago. Can they do that?
