breaking lease bed bugs

can i break my lease because of bed bugs ? i have lived in this complex for 3years and never had a problem until recently. my furniture is new, bought in feb 2012, treated and thrown out now. my manager says im responsible for payment of bed big treatment, which i cant afford on.a one income household. i want to move, can i move without penalties?
