can my landlord make me go without water for a month hot water

here is the deal.i have rented from him for 14 years and dont have many problems but now i have no hot water the bottom of my tank rusted out and my landlord states he cant fix till the weather warms up so i have about 3 min of hot water and it shuts off and he says i have to deal with it. do i really what can i do rent is do in three days and have been out of water for 4 days already what can i do about this??????
