owner treating renters as `squatters`

3 months ago i moved to a trailer park. the owner of my unit still hasnt given me a rental agreement even though ive repeatedly ask for one. i was told that many people moved in and out of this unit and wondered why. the park manager informed me that he has done this to more than one other person. i also found out he is behind on the lot rent. what should i do about this? ive been paying my rent but i really dont have proof of it. i have yet to even meet the owner!
