can my landlord say yhese things??

Went to pay my rent and as did my landlord looked at me with a nasty look on his face and said your wifes having another baby does that make 5 or 6 i told him number 5 he then proceeded to say how are u gonna feed and cloth your kids .then he said i know those people in mexico do it but how are u gonna do it on low income housing
