Plumbing issues

My apartment complex sent out a note to everone saying that they were having issues with people putting foreign objects down drains and toilets.  I have lived in my unit for 4 years and never had a clog.  Now the management team are saying they are going to split the cost of the repairs between everyone in the unit.  Is that legal?
