Stering Heights manager Silvia, Has refused to take my checks if I write anything in the memo section?

Stering Height Apartments, ( Owned by IDM) Vancouver Washington. They own several complexes, Don’t rent from them!

 The  manager Silvia, Has refused to take my checks if I write anything in the memo section? And she said if I do she will evict me? Can she do this? Please help. These are horrible apartments with very Poor management/Customer Service. Many tenants are moving because of Silvia/ Management.
