administrative fees on water & sewage

I have lived in this manjufacture home complex for 10 years, we did not pay water or sewage.  Now as of this month they put meters in you can’t read there read by satalite, and we are billed monthly my problem is they also chare a administration fee for what and who gets it.?  I call township office and city office and that doesn’t appear on there water bills and we all get our waTER IN SAME PLACE, IS THIS LEGAL?   i WROTE ON MY CHECK PAYING IN PROTEST.
