After moving out, I got a repair bill for $650, what do I do?

I’ve never had an issue with renting or apartment complexes until now.  I’ll go over this briefly.

My original lease had no deposit.  I later added a pet deposit of $150.  
Throughout my 20-month stay at the residence, my dishwasher did not work properly.  I complained to management on 4-5 occassions, with the maintenance man coming out multiple times.  They basically told me it was old but that management probably wouldn’t replace it, also had some excuse about the water in the area being problematic or something.  I didn’t even use it the last 6 months I was there because it simply did nothing.
Anyway, my pet did do some damage.  She bit up on the window blinds, which I knew would need replacing.  And there was your normal dog stains on the carpeting.  My father and I spent a couple long days cleaning the place before I moved out.  He’s a very thorough cleaner and it looked good as new.  A week or two before moving out, one of the workers at the apartments told me now to shampoo or try to clean the carpets because I could do more damage and may make a situation worse rather than letting them do it.  I said ok, so all we did to the carpets is vacuum.
So a couple days ago I get a bill in the mail with dollar amounts in the $750-$800 range, which got bumped down to around $650 due to my $150 pet deposit.  The big item on their was $550 to replace the carpets.  They also hit me with a $75 "cleaning" fee as well as whatever it cost to replace the blinds.
The carpet had no holes or real damage beyond pet stains which I feel I could have gotten out had I rented a shampooer.  And the apartment did not require $75 worth of cleaning either.  Not to mention the fact that I spent my entire stay there with a non-working dishwasher which went unresolved despite multiple complaints.
I’m new to this realm and haven’t spoken to them yet.  What are my options?  What should I do?
