Am i responsible for sanitation fee when the lease agreement states trash is paid by landlord?

I spoke to my manager about this matter and he said im responsible for any fee charged by LADWP and landlord is paying for trash and water quarterly.
However, when i spoke to LADWP associate, no extra trash fee is occured other than sanitation fee on my bill. So if the landlord is not paying for sanitation fee that is charged to each tanent, the landlord is not paying anything for trash.
