Apartment Flooded

Over the weekend the apartment above me flooded due to the faucets not being dripped in the freezing weather. Not only that, but that apartment is vacant and repairs were being made to the apartment, thus nothing in the apartment should have been on, including the water heater. Does this not fall on the shoulders of my apartment office to ensure this wouldnt happen to an empty apartment? If so, can i get moved to a different apartment?

Sounds like somethign that happened in my complex. We went 4 days with no water as they fixed pipes and a boiler issue. A guy in the building across from ours had his apartment flooded from a broken pip above him. Worse, he had to find a hotel to stay at during superbowl weekend. I think our apartment management just in general drop the ball and don’t care about anything but getting paid on time!
