Bed bugs, emergency heat, cockroaches……….

My fiance, 3 month old twins and I moved into a house mid-December. At the time we moved in the landlord had promised to replace the ac/heat unit within the week and it’s now been over a month. I have also told him that there is a bed bug infestation in the home and he refuses to believe me. I could tell when we moved in that there had been a previous problem with roaches as well. I had to do a lot of cleaning because of this. We just recieved our first months electric bill and it was just over $800!!! I don’t believe that we should have to pay rent until this problem is fixed. I previously owned my own home so I’m not used to having to notify someone of problems and definatly not used to being put off. What are we supposed to do, we love the house and really do not have the means to move again. I need to know of places to call, email, etc. to report this landlord, recieve help or something. I really do not know what to do at this point.
