billing utility bill & processing fee

Can a landlord charge me a processing fee on a utility bill that I was suppose to put in my name? I paid them back, but they have charged me a $10.00 processing fee. It does say that it will be charged on the rental agreement I signed.

If it was in your contract, then yes. They can put anything they want in a contract, and if you sign it, then you’ve got to pay.
