broken air conditioner. can I charge?

The condo I have been renting was just purchased by a new owner and prior to… he was told the AC was on its way out. Well…almost one month after purchasing its out. He bought the place with no formal inspection and was due to check the place he bought  out tomorrow. My question is…do I have the right to withhold the amount in rent it will cost me to board my dog if the new owner doesn’t get it fixed the same day? I have a breed that gets heat stroaks and I myself have asthma. In florida weather no air is not ok and I’m planning ahead because I don’t trust this guy yet and he has already shown homself to be cheap.
