Brown Recluse Infestation

I am not the actual renter, it is my little sister. She and her roommate have been bitten repeatedly by spiders, she has been to the doctor numerous times b/c of this. Well today she found out that her newest bite is a brown recluse bite. Her roommate took a picture of his bed where he also had a brown recluse. They went to the landlords 2 previous times about this and they said that the apartments were sprayed on the 18th of every month. Well obviously this isn’t working and spraying does not remove brown recluse’s from a residence. How should she move forward and handle this? I have done some research online and from what I’ve read this should fall under "implied warranty of habitability". I am just unsure if this law is in effect in texas?
