Bugs EVERYWHERE!!!!

So my husband and I paid first, last and deposit on this apartment and were getting our stuff moved in last night when we saw bugs. Like cockroaches everywhere! We never signed a lease and were NEVER told there were bugs. We have a 1 year old baby; we cannot live with bugs! They told us they bombed it 12 times and my husband sprayed himself but they are still there. So I called the landlord and told him we aren’t living here its unsafe living conditions and he refuses to give us any money back stating "this is the law". This cannot be true…. Did I really just lose $2000??? Please help! I need advise!
