Building Policy Fees?

I have a question regarding a fee i was charged for a building policy, that i was unaware of since, i was not given a copy of the policies by the building superintendent nor the owner of the room i am renting. Nothing about building policies is included in my lease. Am i obliged to pay? I can provide additional details
