Can a building manager do this??

My brother is a special needs person.He lives in a special needs facility.They have been having issues with bed bugs for over 6  months and treating infestations as they appear.My brother has cerebral pasly and uses a wheelchair,his apartment was infested a month ago.The building manager has thrown away all of his furniture,including his bed and has left him with nothing.He has been sleeping in his wheelchair or a month now and his health is suffering due to this.There has to be some kind of laws protecting him and the other tenants from this…….
