can you help my daughter

My daughter rents and apartment in Preble Co Ohio and the apartment is infested with fleas and Bed Bugs. Her land lord sends an exterminator to spray every month but the bed bugs and fleas do not go away. Obviously they are not spraying for bed bugs. My daughter reported seeing the bed buds with in a week after moving in, the adjoining apartments already reported having them prior to my daughter moving in.

My concern is the land lords constant sending of an exterminator that does not good. AND my daughter is covered in bites and her 2 month old baby and 17 month old daughter are also being bit. She is concerned for her childrens health and I do not know how to help her.
