Carpet has seen better days

Hello,

Here is the situation, I rent from a very nice landloard who lives out of state. She bought this townhouse, both sides, in the early 2000’s, but they were built in 1996. The carpeting is all stretched out and we had it professionally cleaned and the dirty areas and spots from pets do not come out. She complains that she is always broke and cannot afford to replace the carpet. Is ther any laws regarding carpeting replacement after so many years?
