Carpet Replacement – Colorado

I lived in my apartment for over one year, the landlord charged me pet rent and a non refundable deposit.  They said they replaced the carpets in Aug 2011 and now I have to pay to have them replaced again.  By my calculations those carpets were 27 months old.

Is this legal?
