changing the rules of the rental agreement

I was renting a room as well as another man from a lady. We used (per her standards) too much propane and electric. She let 3 months pass without telling us we were over what she thought we should use and now she is blaming me for the overage. Isn’t that discrimination? In the rental agreement it states that "we (renters) would cover a portion of the overage. She also bullied me into signing a statement saying I would pay $200 that portion.
