Charged for fixing plumbing

Los Angeles, CA. My apartment manager is trying to charge me for a pipe he bought to fix my plumbing. I thought it odd to be charged for something like that, even if it is only $10. Doesn’t the apartment owner usually take care of the costs to maintain basic repairs like plumbing leaks?
