Cockroaches “not his problem” !!!!

I just spoke to the manager of an apt my daughter is renting in Charleston, SC. She had complained to him re: cockroach problem as did I when he didn’t respond and we were both told ‘not his problem, the apt was recently renovated/treated so they were probably brought in the boxes when they’d moved in’.  Please advise re: her legal rights to exterminator treatment of this problem.
