Deposit Refund Issues

When I recently moved out of my appartment I received a final bill in the mail stating that in addition to my $400 deposit that was being kept I owed $150.  They charged me for recarpeting the whole appartment ($400+), cleaning ($50), and final utility bill.  I left the appartment almost spotless aside from the fact that the carpet was damaged in one room.  I am willing to pay for the carpet I damaged to be replaced, but I feel that they are taking advantage of me by using it as an excuse to redo the whole appartment.  Also they "cleaned" and appartment that was already clean. 

If I refuse to pay the $150 will it impact my credit rating?  Are there any other penalties?
