Disabled frauded out of thoousands in utilities

My disabled friend has been renting froma family for 11 years. She recently had the electric company confirm that she is the only one billed/paying for the electric to her apartment the apartment underneath her and the "free" laundry room. She has lost thousands of dollars to this. what should she do?
