Electric Meter Switched with neighbors

I moved into my appartment one year ago. About a month ago some new neighbors moved into the appartment below me. They were concerned about their electric bill, and it was found out that our electric meters were wired wrong. Now the electic company says that I owe them over 700 dollars.
Is it my responsibility to pay for someone else’s mistake? Is it the apartment complex’s responsibility to insure that the wireing for untilities are correct?
