electric utility bill issues

So we were told at the beginning of our lease that all utilities would be payed for. 8 months later we are told we owe $1,635 to the electric company for 8 months of electric bills. we recieved no notice or bills to our apartment and our landlord who told us it would be covered at the time we signed has been fired. the bill isnt under our name and no one shut off the power and told us we have to pay until now. What are my rights in this situation? Our actual lease says we have to pay electric, but our electric is still on and the bill for our apartment was never in our name, and we were never informed of any late payments or to call the elctric company about this until now. Can anyone help us?

Was it written in your lease agreement that the utilities are included in the rent? If so then you are the one responsible to pay for it. Did you inform your landlord that you want to change the utility bill to your name? If so and your landlord did not do anything then I suggest that you talk to him again and reiterate that you want to change the name of the bill to yours. As for now you may have to negotiate with your landlord about who will pay for the outstanding bill. If nothing was ever done by your landlord then you can file a complaint against him. I heard that the RPA can help you with that.
