We have had no major problems up to this point except the renters above us seem to be irresponsible.
The first problem was two large dogs on the deck that were not taken out for a walk, so the waste always was on us, literally. Everything on our deck was destroyed and the apartments had to pressure was the outside of our apartment.
The next tenant also had some sort of animal with the waste again falling through on our deck and ruining the patio furniture that was outside.

With the first incident, the apartment manager deducted the price of our electric grill off our rent.
The second incident the apartment manager made the tenant pay for our cleaning up the deck.

So at this point in time, we just got a new apartment manager. We received a letter on our door that my fiancee had been smoking in the hallway. (Well this has not happened since the notice was posted in the hallway.) On this letter my fiancee’s name was specifically listed. I know that someone has been smoking in the hallway, but have no idea whom it is or may have been.
But instead of sending the notice to all the tenants in the building we were targeted.
I do not know names of the other tenants in the building and they do not or do not have any way of knowing our names, as we keep pretty much to ourselves as do the other tenants.
I do not know if they hae mug shots of the tenants for someone to look at or what.
The only one who might know his name is the upstairs neighbor, who is always causing trouble.

Any other time incidents such as this have been addressed by putting a letter on all tenants doors, but this time with new people it seems that we seem to be the target of some sick incident.

So on Saturday when my fiancee dropped off the rent, the assistant in the office was chuckling and threatening Neil, because someone saw him smoking in the hallway. Totally rude, and unethical.

What can we do about this situation? As I can not afford a lawyer.

If you can’t afford a lawyer, you can try to get a mediator from RPA. File a complaint here: http://www.rentalprotectionagency.com/complaint_center.php. They act fast and with good results.
