extermination

Hi,
I’ve just rented a place on Columbia Pike in Arlington, VA, but I haven’t moved in yet, or been approved by the board yet. If I move into an apartment and it is infested with bed bugs, who is responsible for the extermination and hotel fees? In New York the land lord is 100% responsible, what about VA?
