Extermination of bugs

My son recently moved into a mobile home that was infested with fleas.  Prior to his moving in, they replaced the floor and exterminated the yard.  The landlord has not done any follow up treatment, so my son had someone come out and respray to be safe as he has a dog.  When the exterminater came out, he said the issue wasn’t fleas it was bed bugs.  The landlord says he will not do anything about them, as my son moved in with them.  We know differently as my son lived with us and we do not have them.  We were also advised that the people that rented the mobile home prior to my son, the gentleman was quite ill and lived in filthy conditions.   What can we get the landlord to do with this issue?  What do Texas laws state?
