Fleas!!!

We have lots of fleas in our apartment which we moved a week ago. We informed the management and they sprayed the flea spray. The fleas are still alive and continue biting us, getting into our clothes and everywhere else. We complained again and they are now shifting us to another unit. We have to go through the burden of packing all over again in less than 2-3 weeks. They are only willing to give us $75 and a new unit. My question is that it is our fault that we got this dump of an apartment. Should we not be entitled to a move in compensation? Sending all our clothes to the cleaners? We are suffering inhumane living conditions and property damage. How do we solve this in a fair manner.
