Grandfathering and Preferential Treatment

I have now lived in 3 apartment complexes and been dissatisfied with management and tenants in each. I would like to know if a apartment manager can give preferential treatment to certain tenants which violate the terms of the lease. Over the period of three years through the assistance of the Publish Housing Authority here in Arizona I have become a student and scholar of the Arizona Landlord and Tenant Act of 2009 revised in 2010. I have also learned the Arizona and Maricopa County Health Code pertaining to Semi Public Swimming Pools and Bath Houses and have reported management which they didn’t like. I don’t want to keep patting myself on back  because my because would become real sore. Back to my concern ; the lease that I just signed , which is 30 pages including addendums  has a pet policy which limits certain breeds and I have seen these breeds on the property on several occasions. I have mentioned it and management comes back with they are grandfathered. There is a section in my lease that states that all vehicles must have current license and registration tags. The speed limit is listed , not posted like it should be , as 10 mph yet tenants go more than 20 mph. Food and alcohol around and in the pool. Both a violation of the lease and both health codes. And the list goes on.

Is it legal for management to  ignore the terms of the lease and the community  policies which every tenant signed?
