having issues with repairs

I just moved into a home, where I found a few things wrong with the old home after moving in. One was the air conditioning. It went out and after notifying the manager, 4 times within a month’s time, I had to finally send him a 3 day or I’m deducting letter for him to come out and take a look. Next, the garbage disposal went out. I sent him a letter and it has been 4 days and all he has said to me was he’ll call the repair company and they’ll let me know in several days. Is this legal or is there anything I can do to stop this?  I don’t want to have to wait a month everytime something breaks.
